The former is positive in the sense of value free. The latter is based on consideration of effects in the sense of making a difference in the relationship of the observer and environment (I-O relationship). Pragmatism uses normative criteria to evaluate difference, e.g., effects of analysis o policy and effect of policy on social behaviors and results.<br /><br />The contemporary critique of macro is that that is not even based on factual realism but construction of imaginary worlds.
