I'd say it is a must for the shelf of progressive bloggers, along with George Lakoff's works and Drew Westen's The Political Brain for the grounding in cognitive science.
Knowing the cognitive baises and informal fallacies is also required now for pretty much everyone, since they are being used to persuade too, but from the dark side.

No matter HOW persuasive an argument, if it's advice doesn't mesh well with subsequent outcomes ... people who can reason DO learn. Even when they've been conditioned not to. :)
The point of people like Romm, Lakoff, and Westen is that rhetoricians (chiefly GOP) are cleaning the reasoners (chiefly Dems) clocks, mostly using dark side technique. These folks are showing how the reasoners can integrate rhetoric to bring their points home instead of watching the skillful manipulation carry the day with voters.
