We have to stop the movement of the qualified people... they have to be made to take a stand in their own countries and take control of their own institutions ... rather than bail out into the west for the almighty USD...

Maybe set the exchange rate at 1 and tell them to go F themselves...
If the merchants lower their prices, then let the banks write the loan terms that if they see the merchants lower their prices then they are in violation of terms and let the banks have recourse to foreclose and confiscate the inventories...
