Oh boy. Reihan Salam has a piece riddled with confusions, some conceptual, some technical, and some just downright strange. It is so confused that I will eschew the normal narrative type reaction and just go line-by-line.
"Confusions" might not be the right word. Inexcusable ignorance or intentional lying?

    Still doesnt get it... looking for efficiencies in govt programs, etc... still no understanding exhibited that govt spends first, etc...

    Although in all honesty Ryans "pathway out of poverty" if you want to call it that exhibits much more understanding/empathy for those made poor among us than Clinton's "reform" of the 90's where Sick Willie's big idea of "welfare reform" would just throw people off the program after a while...
