If it works, why not use it? Why do they need science to give it the nod. Why do they need endless testing rather than simply setting up the devices for use in a pilot plant to prove the concept? Just buy an off the shelf turbine of any size or scale (cheap and available for an individual person to buy, don't need millions of dollars) and start producing electricity and selling it to the grid. It would pay for itself over night. What does sociology or philosophy have to do with it? There is no real controversy in these things, if they work, make it work. No one has an axe to grind if it just works, everyone will be throwing money at the device. I know progressives and republicans are anti-science, but these guys don't need permission from science or wack-job-political types to make emission free power, they just need to do it.
I hope Price pours scorn on this gibberish (I highly recommend his book Time's Arrow and Archimedes Point). Cold fusion is literally nonsense. It is a waste of time, money and, pardon the pun, energy.
Instead, we should throw tens of billions at straight out hot fusion - nuclear fusion. Now that is the energy of the future: a controllable sun at your command.
