In Oct 2016 the Internet Corporation for Assigned Names and Numbers (ICANN) was privatized. ICANN (headquartered in Los Angeles) assigns all Internet suffixes (e.g. .com, .net, .org) plus country suffixes.
When ICANN moves to cut Russia out of the Internet, the world will lose trust in ICANN, and will flock to alternatives.
With the Internet, trust is critical. Every network operator and every Internet device developer trusts that when a phone, laptop, or computer queries a DNS server, it will get a reliable and accurate response. If the response doesn’t come, there is panic. People stop taking the Internet for granted, and start looking for alternatives.

And the U.S. government and U.S. corporations don’t engage in censorship? Facebook and Google purge accounts and video channels every day.
Al-Manar has been banned throughout the West, including Australia. This is a Lebanese satellite television station affiliated with Hezbollah, which is part of the Lebanese government. In March 2006 the U.S. government named Al-Manar a "Specially Designated Global Terrorist Entity.”
In a 2008, Javed Iqbal (a Pakistani who had spent almost all his life in New York City) was sentenced to 6 ½ years for broadcasting the Al-Manar channel in the USA.
But remember: only China has censorship.
