While the police may be protected by qualified immunity, the city is not. How much is this going to cost the City of Buffalo in damages? 

And that means the taxpayers, since US municipalities are depending on revenue for funding expenses.

    Millions in damages per year isn't enough. When they cut services, they don't say its because legal settlements for police misconduct have blown the budget. The information is there, but it has to be publicized.
