And that is the point.
The "end" of destabilization occurs when stability returns and the destabilizers own or control everything. It's a strategy and its worked so far fairly well since WWII. The CIA is charged with it, and they get assistance from the military as the need arises. This is documented to some degree if anyone wants to stick their nose into it, but there is usually "plausible deniability" and that is a key piece of the strategy, too. And not only CIA but also Five Eyes, and MI6 (UK) in particular. Mossad also gets involved when it benefits them, but Mossad is independent with its own agenda.
