Basically, the US is making a claim whose substantiation is in question and requiring China to disprove a negative. As the speaker points out, the US has a history of using "human rights" and "democracy" promotion to further its geopolitical interests, the chief of which is global hegemony.
A major point he makes is that people that questions the narrative as vilified as "genocide deniers." While he does not drew the comparison, this is reminiscent of demonizing those who criticize Israeli policy aimed at a Greater Israel and dominance in the region as being "anti-semitic" and "holocaust deniers.
