maybe the negative incentative of a federal watch dog or investigation into doctor's abuse in medicaid is significant such that things are under control and that governmentn health insurance works better
also that private insurance ( besides the corruption and waste ) does not have the same oversight so both insurance and doctors abuse the system
medicaid also pays doctors faster than private insurers
