NATO’s goal remains what it was from the beginning, a mechanism to “to keep the Russians out, the Americans in, and the Germans down,” as the first NATO Secretary General, Lord Ismay, stated in 1949. The idea that the U.S. keeps troops in Germany, and in Japan for that matter, out of excessive generosity to help in their “defense” is only for us rubes.
U. S. geostrategy. Continued occupation of Germany and Japan and a coalition of vassal states to counter the combined force of Russia and China as the dominant Eurasian powers territorially. US foreign policy, US military policy, and US economic policy are interwoven to maintain and extend global dominance.

Coming from a Brit that means exactly the inverse.

To maintain a protection racket, at least 2 competing cartels have to be maintained.

UK invented the modern art of confuse, divide & conquer ... with minimal committed assets. So if anything, this sounds like British bankers trying to stay one step ahead in the how-vs-why hierarchy of political & colonial chess.

The more interesting game is that UK & Israel seem to have competing ideas about who really barely controls US policy. :(

Right, the American Empire is essentially the continuation of the British Empire.

This dynamic has been going on for centuries.

I should add that current geostrategic thinking is that as long as there are nation states the dynamic of seeking hegemony will persist and it will persist along familiar historical lines until a single world order is in place. The Ango-American strategy is to make this a reality through globalization under "democratic capitalism," i.e., neoliberalism.

Presently the Anglo-American "partnership" is in control supported by vassal states of Europe and Asia. The flies in the ointment are, first, a federated Europe under Germany that could join with Russia in contesting Anglo-American leadership.

Secondly, the emergence of an alliance of Russia and China could upset the balance of power, especially if Russia and China would expand their influence through Iran to the Middle East, and to India and Africa.

This is the dynamic right now. The Anglo-American Empire having to contend with a united Europe and a growing alliance between Russia and China, as well as the growing power of emerging countries that wii form strategic alliances.

Should add further than this accounts for an agenda as public explanation and propaganda and a hidden agenda of what goes on behind the veil of secrecy.

The agenda is that announced in the news, which is designed to manipulate public opinion.

The hidden agenda is contained in the working of the highest levels of government and the military, which is classified.

There are two ways that the veil can be partially penetrated. The first is whistleblowers like Snowden and the second is leaks from different competing factions seeking advantage.

The second comes at the interface of the top level of government and lower levels and related institutions. For example, the top level is fed by strategist and they write papers and books. In addition, former top level officials insiders often comment at this interface between public and secret. Intelligence can be gained by reading between the lines on one hand and comparing accounts on the other.

This is also true of politics and corporate strategy wrt agenda v. hidden agenda. Analyzing this is an intelligence industry with a periphery including investigative reporting.
