This is a wrong argument but, on the other hand, it has a point. Talking about minting the coin is a positive step in public education about government finance. To actually do so would likely be getting too far in front of public understanding and current opinion to be received well. Note that is a matter of strategy taking into consideration the facts on the ground.

This is why it is not happening: optics.
The legality of it has been shown. It's simply that policymakers are afraid of how it would "look." Dumb.
It would look as dumb as the debt ceiling.
The only optics Congress critters do, is smoke & mirrors.
