I don't think the problem is resources as much as a raft of other things relevant to education. It's not a something that can be solved or even improved much by throwing more resources at it. The educational system is outmoded. Still using the 18th c. model.
And, Tom -- not saying we're any smarter north of the borde:
The premier of Ontario, Doug Ford, just announced today that Covid cases in his province are rising "expendentially."
See what I mean?

Thank goodness I moved out of Quebec 10 years ago.
