Can anyone answer this:

When the U.S. government pays interest on U.S. Treasuries, as Treasuries roll over monthly, is that interest payment 'money being created out of thin air' ?

More specfically, does the interest that is earned enter an entities "checking account" and is therefore directly spendable in the economy? Or, does the interest that accrues stay in their "savings account" and is not directly spendable until that Treasury is sold?
