Even that wouldn't matter if their pension policy were to simply provision their own population and nation, instead of trying to hoard their liquidity units.
It's hard to manage an economy if policy staff have forgotten dynamic use of reusable semantics. After one pass, even propaganda descends into maladaptive gibberish.
