Especially relevant is that the victim is not a member of a minority. Members of minorities have regularly been subjected to unnecessary disciplinary beatings with action very rarely taken against perpetrators by their departments. Now it seems the same treatment is being meted out to ordinary middle class Americans, signs of the rise of a police state.
As a person familiar with training in security operations involving potential violence, the standard procedure is first to attempt to control the offender. If that is not possible to subdue and restrain the offender with only the force needed. If that is not possible, then disable the offender causing as little damage as possible. If that is not possible, then terminate the offender, but only is self-defence if sufficiently threatened. This kind of treatment is not only uncalled for if the report of the police video is accurate, it is also extremely unprofessional and the fact that the department is backing the officers would indicate that it is not being run professionally.
