I hope the French vote them in mass as the left is completely useless resolving the current problems in Europe.

ISIS has received support from Erdogan and Saudis and recruit with teachings by various modern mainstream Sunni and Wahabi leaders. You don't have to spend a lot of time reading to come across the texts and teachers who call for this flavor of Jihad. It may not be mainstream or supported by "all", but it is part and parcel of what is being taught by several mainstream sects of Islam.
If you look at the people who are fighting, most aren't particularly poor, they are from a mix of countries, so the common theme isn't political or economic oppression either. They are young men, often from moderate families that show no support for violence, rape or theft. These sort of protests and asymmetric attacks happen daily across the M.E. and North Africa.
I think it is a basic human flaw that is being used by these Islamic scholars in their calls on young men to go out and spread Islam and to kill and convert non-believers and purge them from their lands. We are far more sensitive to pain and sleight than we are to positive outcomes. A person can have 95% positive experience growing up and one or two painful experiences and they will obsess over the negatives and look to the outside world to assign blame and narrative. A few religious texts that blame people that are culturally different, and young men take up arms. In this case they feel Islam needs to expand and form an empire to fix wrongs reaching back centuries.
Their response will be to remove what remains of your civil liberties. You'll still have terrorism, but at least you'll be safe.
Are there any reputable sources on what percentage of Muslims are jihadists in Europe and the US? Also how should said radicals (especially expats) be identified and dealt with in these nations?

I think the whole mainstream is, not just the left. The situation in Europe is totally new, you cannot go by a book there. They don't want to admit that European integration, the way they imagine It, is a pipe dream. The ones who are telling them that are the bad guys, but they are becoming the good guys now (the idealists will be pushed aside and the pragmatics will prevail). Poland's reaction to all this is interesting.
At least they realized that they don't have the European superstate yet (only France decleared state of emergency).
I think the European project has pushed us all to be more of idealists. If It wasn't so then why are eurosceptics looked at as bad guys and the neoliberal reform pushers are considered morally superior? They want good but they fuck things up and are being forgiven. Totalitarian communist regime was justified by communists in Soviet Union the same way. They were intelligent people and they understood that it was a totalitarian regime, but the moral superiority of their pipe dream justified the sacrifice. It is the same thing with every dream I think.

They (the EU, post EU nationalists) can't do the one without the other. Especially when they are as incompetent and as malicious as we observe them to be.
One of the main problems of the EMU is just that: the design of the system fuels suspicisions and competition amongst the member states via two institutional channels: first the fiscal rules (who obeys and who does not?) and secondly via the export led competitiveness mania (who gets to beggar their neighbours via beggaring their workers and unemployed first). In brief, the system translates capital labour antagonisms into nationalistic antagonisms. IMHO this is reckless playing with fire, but then again following Kalecki, nationalistic and even fascistic tendencies are capitalism’s offroad, 4×4 gear as it were. Unemployment is a very powerful tool in this cabal, too, as you know.
Stopping with the fricking geopolitical shenanigans and regime change in the Middle East would be a good place to start.
Keep the fanatics in their own useless countries.

Except of course it is impossible to do that - as we've already discovered with the IRA and various other terrorist organisations over the years.
They hide in plain sight - integrated into the disadvantaged communities that breed them. The jihadists that blew up the Tavistock Square bus lived in ordinary terraced houses not 20 miles from here living ordinary working poor lives in a decent Muslim community.
Why them and not their neighbours?
The problem here is deprivation, poverty, lack of opportunity and lack of chances to try again if they miss the boat. It's very difficult to deal with somebody who believes they have literally nothing to lose and everything to gain by dying.
