As a matter of fact, Putin did mention that the Kalibr missile cruise missile is nuclear capable. He added that of course it would not be necessary to use it against terrorists and he hopes that it will not come into use otherwise, a pointed warning to NATO.
Putin's comment and the whole cruise missile exercise was directed at the West, to remind them who they are dealing with. Putin understands that nukes have no place in fighting guerrillas, and that cruise missiles are an expensive way to destroy tents.
SOP for American Presidential candidates to brag that they would blow up more people than their opponent. Democrats, too. Such is our culture.
