Gordon M. Hahn — Why Kiev Refuses to Negotiate with the Donbas Rebels


Gordon Hahn is an American analyst whose background at Kennan Institute and Hoover Institution indicates that he is a conservative politically. His writing also displays the conservative point of view. In this post he takes a position opposite the Ukrainian explanation of the civil war in Donbas that is echoed by Washington and its allies and NATO. The problem doesn't lie with either Russia or the insurgents but with policy initiated by Kiev. He does not even mention the role of the neo-Nazi paramilitaries in this, which puts the blame further in Kiev's camp.
