The orthodoxy at least is acknowledging a problem. But even the anti-dumping measures that Rodrik says are basically effective are a joke. An example: Tariffs are imposed on Steel from China. Everyone is familiar with Chinese steel subsidies... state owned enterprises that have never generated a profit, have unlimited lines of credit, no pollution controls, employees that go months without pay etc... But the US allows import of Steel marked as being manufactured in countries that don't have any steel plants. Even countries that do have steel plants, tag their steel Malaysia, Thailand, Turkey, Mexico... wherever and voila! No tariffs. See no evil, hear no evil.
