Brennan spoke for the CIA while director to whom the entire agency reported, and he still has that caché after leaving.
If he were speaking as a private individual, would what he says carry the same weight of authority?
While the anonymous sources that the NYT and Wa Po reported remain unknown, they would have had to be either from the intel community or people receiving intel. Those anonymous narratives were deliberately "planted," as Hersh also implies.
