The EU should certainly study the US very carefully to see what can be learned. But I suspect regional disparities are less severe in the US mainly because of a greater willingness by Americans to move a thousand miles to where there are more, or better paid jobs.
ECB is starting to redistribute via the EUR they get in from the negative rates and the bond interest... they redistribute this back to the national treasuries via some sort of weighted scheme... treasuries can then spend it...
Seems to be helping the data is starting to improve a bit...
