Sputnik — Putin Explains Why Russia Can Afford to Spend Less on Defence


Targeted expenditure based on priorities determined by national security and aimed at neutralizing threats. In other words, defense rather than global power projection, like US-led NATO.

The real expenditure, however, is not in nominal terms but with respect to allocation of real resources that are scarce, most significantly, knowledge and skill. Russia has established dominance in technological innovation in weapons development and manufacture. This requires investment in education and R&D.

Between 2000 and 2016, while the Chinese economy averaged official annual growth rates around 7-8 percent, the PLA’s budget grew even faster at 10 percent. Despite that, the PLA’s current roughly $200 billion dollar budget totals less than one-third of U.S. defense spending. However, China pays much lower costs for hardware and personnel because of China’s “latecomer advantage” as the DIA report explains:
“China has routinely adopted the best and most effective platforms found in foreign militaries through direct purchase, retrofits, or theft of intellectual property. By doing so, China has been able to focus on expediting its military modernization at a small fraction of the original cost.”
Prominent examples include China’s aircraft carriers and its J-11 jet fighters.
By 2017, Chinese defense spending growth declined to 5-7%percent and the PLA shed 300,000 personnel, bringing it down to 2 million-strong—still the largest armed force on the planet. This transition sought to remodel the PLA into a leaner, more flexible force suited for fast-paced modern warfare.…
Actually, the nominal expenditure is lower than the US owing to differences in const. However, the cost in terms of real resources is the same. Real resources that are committed to military use, including exports, are not available for use in the domestic economy. So the cost in real resources per capita would have to be figured as real terms rather than in monetary terms. For example, China's military commitment of personnel is 2 million out of a billion people and that the US is one million out of 300 some million. The US is committing significantly more per capita to its armed services.

But this doesn't include related commitment, such as the arms industry, covert operations, etc. Some of those figures are classified. Moreover, it is impossible to tell what level of resources is being committed to black operations.

Finally, none of this is really germane to assessing power capability. The author has a degree in conflict resolution and apparently no background or training in military science. The question is not much much but how effective. For example, power projection is more costly than defense.

The US military and NATO is about force projection. China and Russia's militaries are orient toward national defense. In their case, asymmetry advantage lies in neutralizing potential adversaries' through technological weapons, like hypersonic missiles, electronic warfare, and cyber warfare.

It's not how many bucks, or even how much equipment, but rather the bang for the buck.

Based on this both China and Russia are modern military powers capable defending themselves against attack and protecting their periphery through denial of access. On the cheap.

In several important fields Russian, Chinese and even Indian build weapons have much better capabilities. The reason is simple. U.S. weapons are not developed or built with a real strategic need in mind. They don't get developed for achieving the most effect in an existential war against a capable enemy but to create profit....

As is expected, by far not all data on actual capabilities of S-500 is available, but the range of 600 kilometers against any aerodynamic targets means one not just tactical or even operational, but fully strategic ramification--it is precisely the range within which latest versions of E3 Sentry AWACS aircraft must enter to have any impact of the target acquisition and battle management. So, you get the idea, right? As you can see, my next book (while still not 100% completed, very close, though) is getting ready for hitting shelves this Summer, and it touches partially on these issues. No NATO Air Force is capable to fight without AWACS enabler. Without it it becomes severely degraded and an easy pick for hostile Air Force and, especially, ground-based modern AD complexes such as Buk-M2, S-400 and S1 in the "ambushes". While one may argue with Irina Alksnis' (in Russian) that Russia didn't exit from arms race, she simply won it, there is very little doubt about the fact that within last 15 years Russia designed, developed and produced some of the most revolutionary weapon systems in history, and which did change warfare and rendered old operational and strategic thinking still dominating Western military-political circles simply obsolete.…
This is what Russia and China mean by "asymmetric response." This is nothing new. Chinese military history is replete with introduction of new weaponry to counter advances in weaponry by enemies. See below.

This is also doing the arms race on the cheap. The US builds up its forces expecting an expensive symmetrical response, only to find that its investment has been countered by less expensive, more innovative means. This is key, because key to the US strategy in an arms race is to "bankrupt" the adversary. It is as much economic warfare as military.

John Helmer — KREMLIN ENDORSES KUDRIN CAPITULATION TO US “RESTRICTIONS”


Big — potentially, that is. Have to wait and see what it means. Kudrin is anathema to the Russian "deep state" (intel and military). There is apparently something of a power struggle going on in Russia now between the Western liberals and the conservative deep state, with the deep state holding the power if push comes to shove. Putin seems to be caught in the middle.
“If Kudrin joined the administration or government, it would indicate that they have agreed on a certain agenda of change, including in foreign policy, because without change in foreign policy, reforms are simply impossible in Russia… Kudrin is the only one in the top echelons with whom they will talk in the west and towards whom there is a certain trust.”
Opposition from the Russian military [who favors cutting the defense budget sharply and imposing Western neoliberal austerity] prevented Putin from following through. Instead, he gave Kudrin a caretaker role, nominating him to be Chairman of the Accounting Chamber, the state auditor....

The Anglo-American candidate to be President of Russia, replacing Vladimir Putin, reprivatizing Russia’s resource assets, and emasculating the country’s defences, has made a fresh pitch.
Alexei Kudrin, sacked as Finance Minister, demoted as presidential economic adviser, then appointed Chairman of the Accounting Chamber five months ago, gave a speech to the Russian Union of Industrialists and Entrepreneurs (RUIE) in Moscow on Wednesday. “Today”, Kudrin declared, “Russia’s foreign policy should be subordinated to the reduction of tension in our relations with other countries and, at least, to the preservation or reduction of the sanctions regime, not to the build-up. Today I would measure the effectiveness of our foreign policy on these indicators. We do not have such global problems for Russia — risks of military and political importance which would require increasing tension with other countries.”
By other countries, Kudrin means the United States. By subordinating Russian foreign policy, Kudrin means withdrawal from Syria; from Crimea and the Donbass; and capitulation to US sanctions. By reduction of tension, Kudrin means regime change in the Kremlin – himself instead of Putin....

John Helmer — Putin Corrects Mistakes By Biting His Tongue On Telephone With Assad And Netanyahu

Last week President Vladimir Putin triggered the most serious crisis of his presidency, as the Defence Ministry and the Russian General Staff (Stavka) declared that Putin’s explanation for the downing of the Ilyushin-20 electronic reconnaissance aircraft by Israeli fighters was false, and worse –capitulation to Israel.

Sources in Moscow report the military’s loss of confidence in the Commander-in-Chief has not been seen in public since President Boris Yeltsin countermanded orders for Russian military aid to Serbia under NATO bombing between March and June 1999, dismissing Prime Minister Yevgeny Primakov on the US demand.

“[Putin] has blundered with Erdogan, with Netanyahu,” commented one Moscow source. “In making all his concessions, one after another, Putin has been watched very carefully. His civilian advisors – [Foreign Policy Advisor Yury] Ushakov in particular – are making mistakes. They expect[ed] the show of strength in Syria would have changed US and European attitudes, and they would listen. They didn’t. So the Russian military have reminded Putin – we told you so.”
On Monday morning, following an unprecedented Sunday briefing at the Defence Ministry, Defence Minister Sergei Shoigu announced measures which Putin has repeatedly dismissed over many years. The new Russian war policy puts a stop to Putin’s assurances to the US, the European NATO powers and Israel that he was resisting the recommendations of his General Staff. Putin’s resistance ended on Monday morning. Shoigu and the Stavka ended it....

US to match?
The logical conclusion of the US-Israeli project lies in the removal of the Russian bases from Syrian territory. Neither the US nor Israel can countenance a military presence superior to Israel’s in the entire Middle East region. The actual Russian deployment to Syria may not be big, but Israel is very well aware that Russia has vast strategic depth, which it cannot hope to match.
The bottom line is that so long as Russia has a strategic presence in the Middle East, Israel cannot regain its military dominance in the region. And time doesn’t work in Israel’s favour, either. Iran is rising and Turkey remains unfriendly. The sooner things get done, the better for Israel – preferably while Trump remains in office.
Clearly, Bolton has thrown down the gauntlet. The tragic incident of September 17 cannot be viewed in isolation.

The Russian Aerospace Force will support Syrian troops if the Western coalition decides to launch attacks against Syria due to the provocation of the “chemical attacks” in Idlib province, according to Russian Senate International Committee member Oleg Morozov.
So there it is. Russia has decided to cross the Rubicon and throw down the gauntlet.

Franz-Stefan Gady — Russia Begins Sea Trials of Nuclear-Capable ‘Poseidon’ Underwater Drone

Russia has reportedly commenced sea trials of its ultimate doomsday weapon, a nuclear-capable underwater vehicle (UUV), dubbed ‘Poseidon,’ purportedly designed to deliver a 2-megaton nuclear warhead to destroy naval bases, carrier strike groups, and entire coastal cities by triggering a radioactive Tsunami wave.
The sea trials of the “Poseidon” began last week and are primarily focused on the UUVs guidance system and underwater operations in autonomous mode. Work on the “Poseidon” is reportedly progressing according to schedule, the Russian Ministry of Defense (MoD) said in a July 19 statement....
The nuclear-capable UUV has “primarily designed to destroy reinforced naval bases of a potential enemy,” the source added in May of this year. Despite having been officially revealed to the public in March, the Russian MoD has so far not publicly commented on the UUVs nuclear payload....

What Martyanov describes as “the deadly combination of contemporary American elites’ ignorance, hubris and desperation,” though, cannot be underestimated.
Already during his election campaign, Trump announced multiple times that he would contest the post-Cold War international (dis)order. Helsinki was a graphic demonstration that now Trump’s “drain the swamp” faces a massive immovable object, as the swamp will take no prisoners to preserve its trillion-dollar power.
In contrast, Russian diplomacy, as explicitly reaffirmed once again this week by Putin himself, is adamant that anything is permitted when it comes to avoiding Cold War 2.0....
The fundamental issue is a switch from foreign policy idealism (Wilsonian foreign policy characterized by liberal internationalism under US leadership) to foreign policy realism (Jacksonian foreign policy, focus on US national interests). The Foreign policy idealism was furthered by Zbigniew Brzezinski, and foreign policy realism by Henry Kissinger.
It’s crystal clear that President Trump is applying Kissingerian divide-and-rule tactics, trying to reduce Russian political/economic connectivity with the two other Eurasian integration poles, China and Iran....

Borisov is part of Putin's newly appointed "war cabinet" to defend against NATO advancing toward Russia's borders and US development of a first strike capability.

The big concern for United States and NATO is that if Russia realizes its vision, it will have the ability to precisely strike deep inside alliance territory. That means that Russian force will be able to strike at infrastructure such as air bases deep inside alliance territory.
“The U.S. must plan to counter a wide variety of UASs along with space-based assets,” Bendett said. “Not to mention countering potential deep-strike capability by Russian technologies currently in development.”

There's a new kid on the block.
Satellite images taken Monday show a huge carrier-led fleet of Chinese ships in formation for spring exercises off the coast of Hainan Province in the South China Sea.
One of the images, gathered by the company Planet Labs, shows almost 40 ships sailing two abreast in a row, with China’s first aircraft carrier, the Russian-built Type 001 Liaoning, near the center.
The Chinese navy recently announced that it would be holding spring training exercises in the South China Sea to test its combat readiness.
“The South China Sea and East China Sea will be primary battlegrounds,” Song Zhongping, a military expert and TV commentator, told the state-run Global Times newspaper on Sunday. “The [People’s Liberation Army] is committed to be battle-ready through simulated combat training.”
Song said that unlike previous years in which exercises have been held in spring and fall, navy drills will be held each month in 2018....

Not exactly a threat to NATO. But the beefed up nuclear deterrent guarantees MAD (mutually assured destruction, especially in light of development of hypersonic missiles. And the modernization would make an attack of Russia extremely expensive. This is a defensive rebuild rather than offensive expansion.
