God knows that even if all the “Putin caved in” propaganda is nonsense, it remains nonetheless true that the perception of the western elites is usually a strange mix of dismissing Russia while, at the same time, presenting Russia as the number one enemy on the planet. I don’t know whether the people making these statements really believe them or not, but the resulting policy is one of a total and never-ending hostility mixed in with a quasi-religious belief in the superiority and even invulnerability of the “collective West.” And this is precisely the kind of mindset which results in stupid and bloody wars! Let me repeat this again: Russia has already done all she can to avoid a war with the USA, and there is nothing else she can do; in contrast, every single US policy towards Russia is bringing us one step closer to an almost inevitable war.…

So there you have it. The cards are on the table.
“We are greatly concerned by some parts of the new nuclear posture, which reduces the benchmark for the use of nuclear weapons. Whatever soothing words one may try to use behind closed doors, we can read what was written. And it says that these weapons can be used in response to a conventional attack or even a cyber-threat,” [Putin] said.
“Our nuclear doctrine says Russia reserves the right to use nuclear weapons only in response to a nuclear attack or an attack with other weapons of mass destruction against her or her allies, or a conventional attack against us that threatens the very existence of the state.”

“It is my duty to state this: Any use of nuclear weapons against Russia or its allies, be it small-scale, medium-scale or any other scale, will be treated as a nuclear attack on our country. The response will be instant and with all the relevant consequences,” Putin warned.

In what we believe is a significant escalation and potentially a hint as to the president's thinking, President Trump said during a phone call with Japanese Prime Minister Shinzo Abe that the US remains committed to defending its territories and allies using all "diplomatic, conventional and - here's the big one - nuclear - capabilities at our disposal." 
This is the first time Trump has explicitly referenced possible involvement of nuclear weapons in a US response to its isolated antagonist, and also means that the two world leaders discussed the possibility of a nuclear response.

As Sagan and Valentino note, the results speak for themselves. “The main conclusions of these survey experiments are clear,” they write. “The majority of the U.S. public has not internalized either a belief in the nuclear taboo or a strong noncombatant immunity norm. When faced with realistic scenarios in which they are forced to contemplate a trade-off between sacrificing a large number of U.S. troops in combat or deliberately killing even larger numbers of foreign noncombatants, the majority of respondents approve of killing civilians in an effort to end the war.”
The results do strongly suggest the nuclear taboo and norm against targeting civilians have not taken hold, at least among the American public.…
Perhaps the most important lesson of the survey is that it is imperative to cultivate strong, far-sighted leaders to guide the country abroad. After all, respondents suggested they were willing to support a president’s decision even if it was not their preferred choice. The need for far-sighted leadership is especially pressing at a time when improved accuracy is giving America the ability to use smaller nuclear bombs that cause far less civilian casualties. In the wrong hands, these bombs could be tempting to use, even though doing so would let the nuclear cat out of the bag, with uncertain and potentially catastrophic repercussions.

In recent years, many American leaders have grown cavalier about nuclear war, especially with Russia, but there is also risk of a devastating conflict with China, as former U.S. Ambassador Chas W. Freeman Jr. observes:
Let’s not kid ourselves. The armed forces of the United States and China are now very far along in planning and practicing how to go to war with each other. Neither has any idea when or why it might have to engage the other on the battlefield but both agree on the list of contingencies that could spark conflict. These range from naval scuffles in the Spratly or Senkaku Islands to full-spectrum combat over Taiwan independence or reunification.

The context in which these contingencies might occur reflects an imbalance of power left over from history. U.S. forces are forward-deployed along China’s frontiers in a pattern that originated with the Cold War policy of “containment.” Chinese forces are deployed to defend China’s borders as China defines them. China regards the United States as the country most able and likely to violate those borders and attack it.…
Notice that China is aligned defensively and the US offensively.
The United States seeks to sustain the military dominance of the Western Pacific that it has enjoyed since its 1945 overthrow of Japanese imperial power. Washington is determined to preclude the contraction of the sphere of influence it established during the Cold War....

Why Russia is so touchy. It's under attack by the US strategically, but not yet tactically.
The U.S. government’s plan to conquer Russia is based upon a belief in, and the fundamental plan to establish, “Nuclear Primacy” against Russia — an American ability to win a nuclear war against, and so conquer, Russia.
This concept became respectable in U.S. academic and governmental policymaking circles when virtually simultaneously in 2006 a short-form and a long-form version of an article endorsing the concept, which the article’s two co-authors there named “nuclear primacy,” were published respectively in the world’s two most influential journals of international affairs, Foreign Affairs from the Council on Foreign Relations, and International Security from Harvard. (CFR got the more popular short version, titled “The Rise of U.S. Nuclear Primacy”, and Harvard got the more scholarly long version, which was titled “The End of MAD?”.)
This article claimed that the central geostrategic concept during the Cold War with the Soviet Union, Mutually Assured Destruction or “MAD” — in which there is no such thing as the U.S. or the U.S.S.R. conquering the other, because the first of the two to attack will itself also be destroyed by the surviving nuclear forces of the one responding to that attack — will soon be merely past history (like the Soviet Union itself already is); and, so, as the short form of the article said, “nuclear primacy remains a goal of the United States”; and, as the long form said, “the United States now stands on the cusp of nuclear primacy.” In other words: arms-control or no, the U.S. should, and soon will, be able to grab Russia (the largest land-mass of any country, and also the one richest in natural resources).…
A far less influential scholarly journal, China Policy, published later in 2006 a critical article arguing against nuclear supremacy, but that article has had no impact upon policymaking. Its title was “The Fallacy of Nuclear Primacy” and it argued that, “American nuclear supremacy removes the root source of stability from the nuclear equation: mutual vulnerability.” It presented a moral argument: “U.S. leaders might try to exploit its nuclear superiority … by actually launching a cold-blooded nuclear attack against its nuclear rival in the midst of an intense crisis. The professors discount significantly the power of the nuclear taboo to restrain U.S. leaders from crossing the fateful threshold. If crisis circumstances grow dire enough, the temptation to try to disarm their nuclear adversaries through a nuclear first-strike may be too strong to resist, they argue.”...
The co-authors of (both versions of) the article that had proposed and endorsed nuclear primacy, then published in 2007 (this one also in International Security), a response to that critical article. This reply’s title was “U.S. Nuclear Primacy and the Future of the Chinese Deterrent”. But it had no more impact than did the obscure article it was arguing against.
Thus, nuclear primacy has become U.S. policy, and MAD no longer is U.S. policy (though it remains Russian policy). The U.S. government is planning to take over Russia (basically, to install a puppet-regime there). That’s the reality....
Whether Obama’s successor, Donald Trump, will continue with that longstanding (ever since 24 February 1990) plan to conquer Russia, or instead finally end the Cold War on the U.S. side (as it already had ended in 1991 on the U.S.S.R.’s), isn’t yet clear.
This is what happens when what President Eisenhower called “the military-industrial complex” takes over the country, and everything (including the ‘news’ media) serves it, rather than the military-industrial complex’s serving the public.
It fits in with the massive data which indicates that the U.S. government is run by an aristocracy or “oligarchy”, instead of run by people who represent the public — a “democracy.” Obama as President fit right in.
Of course, that's no secret to Russia — or China, which is next on the list. But it looks like the plan is to "do Iran" first.

These excerpts only scratch the surface of this well-documented article. Read it and understand the deviousness behind the US narrative — the actual fake news — for domestic consumption flogged in the US media's daily news cycle.

Zero Hedge — 40 Million Russians To Take Part In "Nuclear Disaster" Drill, Days After US General Warns Of War With Moscow

As relations between Russia and the US disintegrate as a result of the escalating proxy war in Syria, which today culminated with Putin halting a Plutonium cleanup effort with the US, shortly before the US State Department announced it would end negotiations with Russia over Syria, tomorrow an unprecedented 40 million Russian citizens, as well as 200,000 specialists from "emergency rescue divisions" and 50,000 units of equipment are set to take part in a four day-long civil defense, emergency evacuation and disaster preparedness drill, the Russian Ministry for Civil Defense reported on its website.

According to the ministry, an all-Russian civil defense drill involving federal and regional executive authorities and local governments dubbed "Organization of civil defense during large natural and man-caused disasters in the Russian Federation" will start tomorrow morning in all constituent territories of Russia and last until October 7. While the ministry does not specify what kind of "man-caused disaster" it envisions, it would have to be a substantial one for 40 million Russians to take part in the emergency preparedness drill. Furthermore, be reading the guidelines of the drill, we can get a rather good idea of just what it is that Russia is "preparing" for.
The website adds that "the main goal of the drill is to practice organization of management during civil defense events and emergency and fire management, to check preparedness of management bodies and forces of civil defense on all levels to respond to natural and man-made disasters and to take civil defense measures." Oleg Manuilov, director of the Civil Defence Ministry explained that the exercise will be a test of how the population would respond to a "disaster" under an "emergency" situation.…
The fact that among the measures tasked for the civil defense team will be a response to "disasters and fires" as well as the rehearsal of "radiation, chemical and biological protection", makes it clear that Russia is about to hold its biggest nuclear war drill since perhaps the end of the Cold War.
Déjà vu. It's getting real.
