“I am the source for this quote, which was indeed said by CIA Director William Casey at an early February 1981 meeting of the newly elected President Reagan with his new cabinet secretaries to report to him on what they had learned about their agencies in the first couple of weeks of the administration. The meeting was in the Roosevelt Room in the West Wing of the White House, not far from the Cabinet Room. I was present at the meeting as Assistant to the Chief Domestic Policy Adviser to the President.

As he did to all the other secretaries of their departments and agencies, Reagan asked Casey what he saw as his goal as director for the CIA, to which he replied with this quote, which I recorded in my notes of the meeting as he said it. Rallying the world to cut off Russia from the world stage and cripple its economy has been been a goal of the US power establishment since the collapse of the Soviet Union, so there’s no reason to believe that even the people who are making the claims against Russia actually believe them. The goal is crippling Russia to handicap China, and ultimately to shore up global hegemony for the US-centralized empire by preventing the rise of any rival superpowers. The sociopathic alliance of plutocrats and intelligence/defense agencies who control that empire are willing to threaten nuclear confrontation in order to ensure their continued dominance. All of their actions against Russia since 2016 have had everything to do with establishing long-term planetary dominance and nothing whatsoever to do with election meddling.

Those five things [analyzed above in the article] would need to happen before I’d be willing to jump aboard the “Russia! Russia!” train. Until then I’ll just keep pointing to the total lack of evidence and how very, very far the CIA/CNN Russia narrative is from credibility.

Mueller could not have picked a more auspicious date if he weren’t an ignoramus on the history of autocracy and democracy, European and American. For it is one day later, on July 14, when every year France celebrates the start of the French Revolution. The reason for the celebration is the end of abuse of power by kings and pretenders to state authority, and their replacement by the democratic rule of law. That revolution, like the annual celebration, isn’t quite over.

What Mueller did this year was to issue what was called, before July 14, 1789, a lettre de cachet – a letter with the royal signet or seal. In the French practice, this was a combination of indictment, conviction, and order for arrest, confiscation of property, and punishment of an individual, who had no right in law to know the charge against him; prove the evidence; appeal the sentence.

The Mueller indictment of twelve officers of the Russian military intelligence agency, GRU (Main Intelligence Directorate of the General Staff) is a fresh US-Government style lettre de cachet. It names the men accused, their crimes, and the punishment. The penalties include “upon conviction [the twelve] shall forfeit to the United States any property, real or personal, which constitutes or is derived from proceeds obtained directly or indirectly as a result of such violation, and any personal property that was used or intended to be used to commit or to facilitate the commission of such offense.”

Mueller has neither the power nor the intention of trying the accused, or the particulars of his lettre, in an American court of law. This is why on July 13 he intended to violate the Fifth Amendment of the US Constitution, first introduced in Philadelphia on June 8, 1789, just a month before the lettre de cachet lost its power in Paris. The Fifth Amendment says noone shall be “deprived of life, liberty or property without due process of law.”...

The timing of the announcement was clearly intended to embarrass Trump as he was meeting the Queen and to undermine his upcoming meeting with Putin on July 16. The indictments may also have been meant to embarrass Russia two days before the World Cup final to be held in Moscow....

“In this indictment there is detail after detail whose only source could be intelligence, yet you don’t use intelligence in documents like this because if these defendants decide to challenge this in court, it opens the U.S. to having to expose sources and methods,” [former CIA officer Larry] Johnson said.

If the U.S. invoked the states secret privilege so that classified evidence could not be revealed in court a conviction before a civilian jury would be jeopardized.

Such a trial is extremely unlikely however. That makes the indictment essentially a political and not a legal document because it is almost inconceivable that the U.S. government will have to present any evidence in court to back up its charges. This is simply because of the extreme unlikelihood that arrests of Russians living in Russia will ever be made....

In both the IRA case and Friday’s indictments, the extremely remote possibility of convictions were not what Mueller was apparently after, but rather the public perception of Russia’s guilt resulting from fevered media coverage of what are after all only accusations, presented as though it is established fact. Once that impression is settled into the public consciousness, Mueller’s mission would appear to be accomplished....

It is not only allies of Trump, as the Times thinks, who believe the timing of the indictments, indeed the entire Russia-gate scandal, is intended to prevent Trump from pursuing detente with nuclear-armed Russia. Trump said of the indictments that, “I think that really hurts our country and it really hurts our relationship with Russia. I think that we would have a chance to have a very good relationship with Russia and a very good chance — a very good relationship with President Putin.”

There certainly appear to be powerful forces in the U.S. that want to stop that....

Robert Paul Wolff is largely correct here, but "the deep state" cannot be equated with bureaucracy as a political factor ensuring constancy and stability, as Max Weber described.

He apparently did not so a search on the term "deep state," which seems to have originated with respect to Turkish state and intelligence services and senior administration under Kemal Ataturk. In Russia is this is known as the siloviki (senior career intelligence and military) and nomenklatura (senior administrative bureaucracy). In China, the deep state is the senior level of the CCP. 

These are special cases of a state within a state as the locus of power in a nation-state, and not all deep states resemble each other closely. However, the family resemblance is arguably close enough to provide a context for at least a semi-analytical the use of the concept of a deep state in political science. However, the meaning should be carefully specified to avoid ambiguity, conflation, and confusion.

In the US the "deep state" has several meanings, given by different analysts. The most restricted is the senior career intelligence, military, and government service that persists across administrations. It also means those that control the military-intelligence-industrial-financial-government apparatus that is based on the revolving door that provides continuity between the public and private sectors insuring effective control by unelected elites. NGOs such as think tanks but not limited to them constitute another factor mediating the connection of public and private, state and non-state, government and shadow government.

The post describes something that is related to the these factors but is not coterminous with it. The US government bureaucracy is huge since it includes all the civil servants. The deep state is something different. It is partially a subset of the bureaucracy but not limited to it, and the revolving door makes it dynamic, uniting the public and private sectors.

US deep state is also more amorphous than the government bureaucracy, since it is a shadow organization rather than one with institutional arrangements, including a foundation in law. Because it lacks institutional arrangements, many deny its existence as an entity. And that is the way the deep state likes it.

But RPW's point that bureaucracies provide continuity that can inhibit change, including reform, owing to the iron law of oligarchy, is well-taken. A deep state can be viewed as a aspect of bureaucracy that is concentrated and entrenched at the top, providing elite control.

The deep state is also a subset of the Establishment, but also different from it. The Establishment is made up of the entrenched elite and their cronies and minions. The deep state is a concentrated subset of the Establishment, characterized by occupying positions of power and influence.

Monmouth University Polling Institute — Public Troubled by ‘Deep State’

A majority of the American public believe that the U.S. government engages in widespread monitoring of its own citizens and worry that the U.S. government could be invading their own privacy. The Monmouth University Poll also finds a large bipartisan majority who feel that national policy is being manipulated or directed by a “Deep State” of unelected government officials. Americans of color on the center and left and NRA members on the right are among those most worried about the reach of government prying into average citizens’ lives.

Just over half of the public is either very worried (23%) or somewhat worried (30%) about the U.S. government monitoring their activities and invading their privacy. There are no significant partisan differences – 57% of independents, 51% of Republicans, and 50% of Democrats are at least somewhat worried the federal government is monitoring their activities. Another 24% of the American public are not too worried and 22% are not at all worried.

Fully 8-in-10 believe that the U.S. government currently monitors or spies on the activities of American citizens, including a majority (53%) who say this activity is widespread and another 29% who say such monitoring happens but is not widespread. Just 14% say this monitoring does not happen at all. There are no substantial partisan differences in these results.

“This is a worrisome finding. The strength of our government relies on public faith in protecting our freedoms, which is not particularly robust. And it’s not a Democratic or Republican issue. These concerns span the political spectrum,” said Patrick Murray, director of the independent Monmouth University Polling Institute....

Few Americans (13%) are very familiar with the term “Deep State;” another 24% are somewhat familiar, while 63% say they are not familiar with this term. However, when the term is described as a group of unelected government and military officials who secretly manipulate or direct national policy, nearly 3-in-4 (74%) say they believe this type of apparatus exists in Washington. This includes 27% who say it definitely exists and 47% who say it probably exists. Only 1-in-5 say it does not exist (16% probably not and 5% definitely not). Belief in the probable existence of a Deep State comes from more than 7-in-10 Americans in each partisan group, although Republicans (31%) and independents (33%) are somewhat more likely than Democrats (19%) to say that the Deep State definitely exists. ...

In the crosshairs? Not just Brennan either.

None of the leaking, unmasking, surveillance, or other activities directed against the Trump campaign can be properly understood, if one does not bear in mind that it was considered a sure thing that Secretary Clinton would become President, at which point illegal and extralegal activities undertaken to help her win would garner praise, not prison.

But she lost.

The "perfect crime" that wasn't. Now "the gang that couldn't shoot straight" is running scared.

The lame street media is doing all it can to create the impression that it's Trump that is at fault.

Meanwhile, the Washington Post is dutifully playing its part in the deep-state game of intimidation. The following excerpt from Sunday’s lead article conveys the intended message: “Some Trump allies say they worry he is playing with fire by taunting the FBI. ‘This is open, all-out war. And guess what? The FBI’s going to win,’ said one ally, who spoke on the condition of anonymity to be candid. ‘You can’t fight the FBI. They’re going to torch him.’” [sic]

The Post, incidentally, waited until paragraph 41 of 44 to inform readers that it was the FBI’s own Office of Professional Responsibility and the Inspector General of the Department of Justice that found McCabe guilty, and that the charge was against McCabe, not the FBI. A quite different impression was conveyed by the large headline “Trump escalates attacks on FBI” as well as the first 40 paragraphs of Sunday’s lead article....

Most people don't realize it yet, but the US is in the midst of a constitutional crisis as the result of an attempted soft coup.

In conclusion, while there is a dearth of evidence to date that the Trump campaign colluded in Russia’s cyberespionage attack on the 2016 election, there is abundant evidence that the Obama administration colluded with the Clinton campaign to use the Steele dossier as a vehicle for court-authorized monitoring of the Trump campaign — and to fuel a pre-election media narrative that U.S. intelligence agencies believed Trump was scheming with Russia to lift sanctions if he were elected president. Congress should continue pressing for answers, and President Trump should order the Justice Department and FBI to cooperate rather than — what’s the word? — resist. —

This is longish and detained, but important in light of the implications. Was the crime actually an attempted by the deep state to influence the election and afterward to negate it? This suggests it was on the part of the FBI.

Did CIA director John Brennan and DIA chief James Clapper know about it. Seems unlikely they would not.

This would be the real undermining of American "democracy" if so. If this is even plausible, the Trump administration and Congress should find out and inform the American public.

That is unlikely to happen since the ruling class never outs itself. A few people might be implicated, but the whole thing is likely to go the way of the G. W Bush administration policy of torture.

It is not possible to overstate the power of certain constituencies and corporate lobbies in the United States. These pressure groups, joined by powerful government agencies, many of which have secret agendas that focus on national security, constitute what is increasingly being recognized as “Deep State America.” Deep State is the widespread belief that there exists in many countries an entrenched and largely hidden infrastructure that really controls the national narrative and runs things. It explains why, for example, a country like the United States is perpetually at war even though the wars have been disastrous failures ever since Korea and have not made the nation more secure.

To be sure, certain constituencies have benefitted from global instability and conflict, to include defense industries, big government in general, and the national security state.
