RT — Funding NGOs & stirring dissent: Russian special commission exposes election meddling by US

A special commission report on foreign meddling in the 2018 presidential election has been unveiled in Russia’s Upper House. The document highlighted the main methods of the elaborate campaign, spearheaded by the US.

The report, presented on Wednesday in Russia’s Upper House (the Senate), was prepared by the Commission for State Sovereignty Protection in cooperation with leading experts and analysts. The publicly available document was presented by the head of the commission, Senator Andrey Klimov.
The document pinned the blame for the meddling in Russia’s election directly on Washington, linking the ongoing surge in hostile activities with the domestic political struggle in the US. Attempts to interfere in internal Russian affairs, however, are not new, as they have been going on since the collapse of the Soviet Union.
The US has been the “main violator of international law” since the founding of the United Nations, and has “interfered more than 120 times in the affairs of 60 countries on all continents.” Washington’s closest allies – the UK, Germany, France, NATO, and European countries – are also to blame, since they either participate directly or support US activities, according to the document.
“We tried to show… the areas in which the subversive work took place. We’ve named 10 such areas. We have concrete examples for all of them based on absolutely reliable facts. It’s not someone’s guess, it’s not ‘highly likely,’ it’s something we can prove anywhere, it is backed up by testimonies, documents and it is, by great margin, not disputed by the other side [the US],” Klimov said at a press conference, which followed the hearings in the Upper House.
The main purpose of the commission’s report, according to Klimov, is to show the public – both Russian, and international – the scale and systematic nature of the efforts to undermine Russia’s “electoral sovereignty.” The ultimate goal of these activities is to force changes of Russia’s political course, destroy its territorial and economic integrity, he said....
The election meddling also included wide-scale cyberattacks on government electronic resources, primarily the Central Election Commission. All in all, roughly one-third of such attacks are conducted from US territory, according to the report.
More discreet methods include stirring dissent by intensifying the activities of foreign-based Russian-language media outlets and “independent” bloggers. The use of modern technology and communication methods apparently yielded some results, since the latest protests, while much smaller than those of 2011-13, increasingly attracted younger and even underage activists into the streets.…
NGOs operating in Russia have enjoyed a steady flow of funding from abroad, which spiked following the failure to discredit the 2012 presidential election. In 2015, for instance, politically active NGOs received 80 billion rubles (around $1.3 billion) from the US alone, the report says.
Although Russia limited the activities of foreign NGOs within the country, requiring them to openly register as ‘foreign agents,’ the flow of funds did not stop. Various ‘grey’ schemes came into use, such as providing large sums in cash or transferring funds to private individuals. In the meantime, Russia-based subsidiaries of foreign NGOs flourished – their funding in 2017 almost doubled compared to 2016.
The total amount of NGO funding greatly surpasses the upper limit for a presidential candidate’s campaign in Russia. The scale is comparable to the entire budget for holding elections in the entire country, according to the report.
Apart from directly financing “civil activists” in Russia, the US and its allies spent money on more covert activities. Ahead of the election, several unsanctioned socio-political surveys were conducted in Russia, which were sponsored by foreign government structures – including the Pentagon – the report stated.…
The recommended measures are not limited to restrictions. The report called for other countries and international organizations to become united in jointly opposing US meddling practices…. The classified version of the report, according to Klimov, contains additional recommendations for countering foreign meddling....

I have yet to read one analyst who believes that the U.S. administration can achieve any of the wishes it announced. It is a hapless policy of "doing something" which will fail when resistance on the ground will ramp up and the political costs of the occupation will become apparent. The YPK Kurds in the north-east, who agreed to their occupation, will be the ones who will have to to bear the wrath. All other parties involved in Syria will hold them responsible.

Russian Foreign Ministry spokeswoman Maria Zakharova reaffirmed her country's position on the issue of the intervention of the Washington-led international “anti-ISIS” coalition in Syria, pointing out that its presence under the pretext of fighting terrorism is illegal due to not being approved by the legitimate Syrian government.
During the weekly session on Thursday, Zakharova pointed out that there are certain parties who always try to exploit the humanitarian issue in Syria for political purposes in order to put pressure on the Syrian government and its allies in the fight against terrorism....
Before finishing her speech, Zakharova noted that those who sponsor the terrorists in Syria, are doing it deliberately in order to harm the political process in the country and prevent the delivering of humanitarian aid, while also noting how they're maintaining the hotbeds of chaos and instability by the help of their assests, such as the notorious “White Helmets” who are spreading fake rumors and deceiving the public in order to undermine efforts of those who truly fight against terrorism.

Robert Parry — Trump Falls in Line with Interventionism

In discussing President Trump, there is always the soft prejudice of low expectations – people praise him for reading from a Teleprompter even if his words make little sense – but there is no getting around the reality that his maiden address to the United Nations General Assembly must rank as one of the most embarrassing moments in America’s relations with the global community. 
Trump offered a crude patchwork of propaganda and bluster, partly delivered as a campaign speech praising his own leadership – boasting about the relatively strong U.S. economy that he mostly inherited from President Obama – and partly reflecting his continued subservience to Israeli Prime Minister Benjamin Netanyahu. 
However, perhaps most importantly, Trump’s speech may have extinguished any flickering hope that his presidency might achieve some valuable course corrections in how the United States deals with the world, i.e., shifting away from the disastrous war/interventionist policies of his two predecessors. 
Before the speech, there was at least some thinking that his visceral disdain for the neoconservatives, who mostly opposed his nomination and election, might lead him to a realization that their policies toward Iran, Iraq, Syria and elsewhere were at the core of America’s repeated and costly failures in recent decades. 
Instead, apparently after a bracing lecture from Netanyahu on Monday, Trump bared himself in a kind of neocon Full Monte:
 Parry: "there is no getting around the reality that his maiden address to the United Nations General Assembly must rank as one of the most embarrassing moments in America’s relations with the global community." 

Emabarassing to whom? It's been obvious for quite a while that America has no shame. The leadership of a country reflects its collective consciousness.
Then, with a seeming blindness to how much of the world sees the United States as a law onto itself, Trump added: “The scourge of our planet today is a small group of rogue regimes that violate every principle on which the United Nations is based.”
Of course, in the U.S. mainstream media’s commentary that followed, Trump’s hypocrisy went undetected. That’s because across the American political/media establishment, the U.S. right to act violently around the world is simply accepted as the way things are supposed to be. International law is for the other guy; not for the “indispensible nation,” not for the “sole remaining superpower.”
While this may seem to be hypocritical, many Americans do not see it that way. They believe that they are fighting evil and therefore the end justifies the means.
So, what Trump made clear in his U.N. address is that his “America First” and “pro-sovereignty” rhetoric is simply cover for a set of policies that are indistinguishable from those pushed by the neocons of the Bush administration or the liberal interventionists of the Obama administration. The rationalizations may change but the endless wars and “regime change” machinations continue.

Shortly after the White House unveiled new sanctions last Friday against Venezuela while prohibiting U.S. trading in various bonds issued by the country (while exempting the notorious Goldman "Hunger Bonds"), Venezuela’s "close ally" China slammed the latest diplomatic crackdown and said on Monday that external interference and unilateral sanctions only make things "more complicated and will not help resolve problems."
Asked by reporters about the new U.S. measure, Chinese Foreign Ministry spokeswoman Hua Chunying said China’s position had consistently been to respect the sovereignty and independence of other countries and not to interfere in their internal affairs. "The present problem in Venezuela should be resolved by the Venezuelan government and people themselves."
“The experience of history shows that outside interference or unilateral sanctions will make the situation even more complicated and will not help resolve the actual problem,” Hua told the daily news briefing.

U.S. Vice President Mike Pence has been in Florida to meet Venezuelan opposition leaders, capping off his tour of Latin America last week where he sought support against the government of President Nicolas Maduro....
Pence, for his part, continued to repeat the White House position that the democratically-elected government in Caracas resembled a “dictatorship,” and that there was “more to come” in terms of sanctions.
Soon after visiting the house of worship, Pence also made his presence felt at the headquarters of the U.S. Southern Command, which is located in Doral as well.

The War on Democracy in Latin America — Edu Montesanti interviews John Pilger

After two decades of progressive governments spreading by the region with unprecedented economic, political and social gains, especially in human rights year by year recognized by the UN and several international organizations, Latin America faces the advance of aggressive neoliberal sectors secretly supported and financed by the Washington regime.

Journalist, Writer and Filmmaker John Pilger granted this exclusive interview where he talks about the US war on democracy in Latin America. “Modern era imperialism is a war on democracy. Genuine democracy is a threat to unfettered power and cannot be tolerated”, he says.

Capitalism (neoliberalism) is incompatible with democracy. Why? Because neoliberalism is a political theory based on economic liberalism. As a result of lack of integration of social, political and economic liberalism, neoliberalism is about concentrating power politically and privilege socially based on "capital formation," which is actually wealth accumulation. Under economic liberalism, wealth is the basis of power and privilege rather than popular sovereignty. Supposedly, scarcity requires favoring "capital formation," which entails prioritizing property ownership over the rights of people and the need of the environment.
John Pilger: There is an enduring dynamic third force in Latin American countries that tries to control events and destroy social justice — that’s the United States. US subversion, whether direct or via a proxy in countries that have elected reformist governments the US fosters a permanently aggrieved opposition. When you think of the indoctrination of North Americans who are told their country is a paragon of ideals, the irony is hideous.…
This is a dangerous time in Latin America. The gains made by the social democracies are more precarious than ever. The US used to refer to Latin America as its “farm”, having never accepted the independence of Venezuela, Bolivia, Ecuador and, of course, Cuba.
The US wants its “farm” back.
The irony is that if the US policy makers realized the greater gains from a vibrant integrated Latin America, it would result in a win-win situation. But these are zero-sum thinkers.
