I would say that the US has been in the grip of soft fascism since the Vietnam Era, and that the trend has been rising in the direction of hard fascism since 9/11.

Same for USA - it would be coming from the aristocracy not some worker movement
Fascism always arises when unique individuals are philosophically viewed as mere means to some greater end of "society", i.e. the state.
It's philosophical corruption, which historically has consisted of deviations away from rationalism.
