History lesson.
Terrorism is traditional political-military tactic of the weaker party to conflict. It's inexpensive, readily available, simple to implement, and history shows that it works. It also harms a lot less people and causes less damage than conventional military operations for political ends.

The nutshell version of the Islamist strategy is to force Muslims to choose between the West and Islam, making them apostates and therefore legitimate targets. The strategy is to lure the West into a big war in MENA that the "Caliphate" (united Islam) can represent as the new crusade. The intention is to gather as many of the 1.5 billion Muslims into its fold and to put the recalcitrant ones on notice that they are marked to lose their heads.
Chopping off heads was a big recruitment winner for them in the 14th century. Looks like it hasn't lost its appeal.
