I don’t think that is why Putin would be behind it..,
They all think it's the USA abusing it's "privilege" of having a reserve currency. They never question their own export sector. They think the USA is hegemon because of having reserve currency when really its just because the USA bombed the shit out of everyone who disobeyed.
