It speaks to the mentality of the human species when the largest example of contingency planning is military preparedness. Unwilling to plan for the possibility of climate change, but willing to allocate resources to wage obsolete conventional warfare in a nuclear age. Both sides may as well be preparing for an invasion by Martians.
