Mark Paul, William Darity, Jr., And Darrick Hamilton — The Federal Job Guarantee-A Policy to Achieve Permanent Full Employment

More MMT without mentioning it specifically.

MMT economists are credited in a footnote:
For other scholarly work exploring similar job guarantee proposals, see Harvey 1989, 2000; Wray and Forstater 2004; Wray 2008; and Tcherneva 2012, 2013.
This is a fairly long and developed proposal.

I'm not sure how much credit MMTers can take for JG. The WPA in the 1930s was a form of JG. And going back much further in history, Pericles in Ancient Athens implemented a form of JG. At least Plutarch (who lived around 100AD) says that Pericles undertook "vast projects and designs of work, it being his desire and design that the undisciplined and mechanic multitude....should not go without heir share of public salaries, and yet should not have them given them for sitting still and doing nothing."

So sounds like they had some form of free hand-out in Ancient Athens, like in Ancient Rome, but that Pericles decided to implement a form of relatively harsh JG (call it workfare if you like): i.e. "from now on you have to do a public sector job if you want your handout".
