Dictators are always attuned, sometimes too much so (leading to violent paranoia) to the real feelings of the populace. Procedural democracy trumps tyrannical ear to the ground every day. I am not defending illiberal states, such as the US or France (and others), which pass themselves as democratic while disregarding popular will in favour of oligarchs' preferences. In some cases -- take Julius Nyerere and the MCC -- a single party state really represents the people -- but not the Chinese government's that's for sure.
China's 'governance' is now based upon Xi's terror of the PRC going the way of the Soviet Union.
