Its not looked upon by most as 'fiat money' Bob, they look at the bonds we are issuing and think it is borrowed... or 'debt based money'...
But you are correct to categorize a 'fiat money' system as quasi-fascist, as even the fascists saw themselves as subject to the metals and saw their bonds as 'debt'...
