It was an American and European idea, although both had different hopes for the future. The Europeans thought that in time they could become the global hegemon. The US thought that since the EU could not be stopped, it could be controlled: too many disagreements amongst the Europeans would allow the US to divide and conquer.
The US strategy has proven successful. Trump would say that the US had "better negotiators" just after the second world war, unlike the stupid bastards around today!
