Let's see here, Russia borders the Black sea. So does the US, if you consider being 6000 miles away as 'bordering' something. US warships are just casually hanging out in their close-to-home backyard, in a non-threatening way (those weapons probably are just for looks), so clearly it's Russia being aggressive here.
