Following the Money Through Real MICC Political Operations By Oligarchs ... Right Past The Smokescreen Of Orthodox Economic Theory

Chuck Spinney exposes "farce readiness":
Congressman Buck McKeon, Chairman of the House Armed Services Committee (HASC), is in charge of one of the most important committees in the Congress. In theory, the HASC is supposed to oversee the Pentagon via its investigatory and budgetary responsibilities. In theory, the HASC's job should be to protect both the soldiers at the pointy end of the spear and the taxpayers who are sacrificing their hard earned treasure. 
In practice the Chairman and most of the committee members are wholly-owned subsidiaries of the Pentagon and the defense industry — a self-interested faction in sense defined by James Madison in Federalist #10. In practice, the HASC, and its sister committees, overlook and pump the flow of taxpayer dollars to their allies and patrons in the Pentagon and the defense industry. So, while congressmen and senators wave the flag, asserting ad nauseum that supporting the troops and their combat readiness are their top priorities, the flow real money indicates this is rarely the case.
In Versailles on the Potomac, the iron law of any policy analysis aimed at uncovering real priorities is -Follow the Money. And the best way to begin any analysis of real budget priorities is to trace the flow of funds, patronage, and power around the iron triangle of the military - industrial - congressional complex, aka the MICC.

The revolving door is a (the?) key lubricant to the money flowing around the triangle. The flow sets the incentive structure for the different players:
 
congressmen and senators (their staff members) retire to become lobbyists and industry consultants or move to high level Pentagon jobs; 
ditto for civilian and military employees of the Defense Department (and they also move to congressional staffs); 
and members of the defense industry (as well as the panoply of defense oriented think tanks) move back and forth between the Pentagon and industry. 
The net result of this perpetual rotation is an upward spiral of personal enrichment, the enhancement of status and power, and most importantly, an industry-friendly defense budget. This “friendliness" manifests itself in continual pressure to shovel money to the modernization accounts (R&D & Procurement) and those contractor-friendly parts of the increasingly privatized Operations and Maintenance (O&M) budgets.

In a decision-making milieu dominated by the Iron Triangle, real combat capabilities: force structure and highly trained, professional soldiers, airmen, and seamen are necessarily a lessor priority.
 
The pressure to rob readiness to save modernization is present subtly during periods of increasing budget growth, but it becomes blatantly grotesque when the budget comes under pressure imposed by reduced rates of growth or cutbacks, as was the case in the early to mid 1970s, the early 1990s, and today. 
The legendary “hollow military” of President Jimmy Carter the late 1970s, for example, was the delayed result of the explicit decisions made during the Nixon administration to rob the the readiness accounts to protect the modernization accounts in 1973. My first report, Defense Facts of Life, produced during the late 70s, documented this result in detail using official DoD data.

Déjà Vu All Over Again

Today, the defense press is again dominated by reports describing the Pentagon’s need to cut force structure and the O&M personnel budgets.

Which brings us to the A-10.

The A-10, one of those rare low cost weapons whose effectiveness in real combat has far exceeded expectations, is rapidly becoming a poster child of the “rob readiness to protect modernization" mentality of the Iron Triangle.

The DoD, the Air Force, and now HASC Chairman Buck Mckeon are determined to send the A-10 to the boneyard, in part because they want to save money by reducing a force structure. In this case that force structure component conveniently has an O&M budget with a low amount of contract services support. This cutback would have a minimal impact on the money flowing to contractors. The name of the game is to protect the money flowing to the contractors by sacrificing the A-10 as part of a larger strategy to save Procurement and R&D programs like the troubled F-35 or the more fanciful new long range bomber, which promises to make the F-35 look like an exercise in prudence.

Of course, as my friend Winslow Wheeler explains below, the pathologies implicit in the A-10 decision go well beyond sending very effective airplanes prematurely to the boneyard to cut personnel and O&M costs: the most serious loss will be a trained cadre of airmen who are dedicated to putting their lives at risk, if necessary, to supporting the soldiers doing the heavy lifting on the ground. Retiring the A-10 is therefore a big step down a slippery slope, because this loss will only be replaced at great cost in treasure and blood in some future war or a future budget speedup (e.g., like that during the Reagan Administration)

We saw how the slippery slope to a "hollow military” evolved insensibly out of seeming painless decisions in the early 1970s, and those, like Chairman Buck McKeon and Secretary Chuck Hagel, who ignore that history are condemned to repeat it. But they won’t be asked to pay the bill.

A Lesson in POLITICAL OPERATIONS: Who Runs the Pentagon, & By Default, Much of The Treasury Budget

Those interested in Fiat Currency Operations would be well advised to learn more about POLITICAL OPERATIONS from the likes of Chuck Spinney (who forwarded this article) and other members of the legendary Pentagon Reform Movement (PRM). And also from their associates. People like Winslow Wheeler.

As with fiat currency operations, there are subtle simplicities to the basics of Political Operations. Those who refuse to dig into actual political operations end up, just like Deficit Terrorists, making life harder for themselves and all others, by uselessly adding frictions where there are already more than enough.

The PRM peaked in the 1980s, and was largely ignored by younger activists, but the key members never stopped working, even in retirement.

Do The Suicidal Have An Exit Strategy?

There is a class warfare and the [Middle Class] is not winning

Isn't class war analogous to Organ War, where the brain has placed a tourniquet around the neck, and the body is losing? :( [As an aside: What would a cultural face-palm signal look like? Please send your suggestions. Can we still muster the cultural bloodflow to signal one to ourselves?]

Instead of focusing on the trivial social-tourniquet question and the trivial answer, let's focus on the audience which must even ask this question of itself, and why it's stuck asking the same old, self-obvious question.

Saying is not the same as being heard. The accurate statement of the old Marketing Rule is that a message has to be RECEIVED 12 times - on average - before it registers with a resident. We have ~315 million residents in the USA alone. Be honest. What's the desired outcome that matters more than all others in this campaign - and what methods are needed to even take a step in that direction? Does 10% of the US electorate understand enough Civic Operations, Political Operations and Currency Operations to even make sense of their collective context?

Hence, don't be surprised that Bill Mitchell is fighting an uphill battle, still trying to get a 6000 year old message heard by an adequate proportion of people. Our population growth rate has ALWAYS outraced our self-knowledge propagation methods.  We keep growing team-size faster than we can perfect team coordination.

Human populations are ALWAYS a context late and a paradigm behind. 

Real things change, folks, so yesterday's adequately real metric is totally nominal, virtual and outmoded today. We just have to keep our civic awareness within striking distance of reality, not necessarily spot on. How do we know when we're failing, and it's time for a version upgrade? When our policy institutions start to become academic jokes?

Before delving into potential methods to use, don't we need to settle on the capabilities we want to achieve? Where are we, where do we want to go, and only then how to get there from here?  Since those all keep changing, what should we focus on?  Most critically, adaptive cultural evolution means keeping an electorate and policy apparatus that can and does ADJUST just fast enough to chase faint survival paths. The path keeps disappearing, so just keep finding the path. Maintain group agility and maneuverability. This ain't rocket science.

That should be obvious to anyone who ever stops to actually think. Unfortunately, we teach - and allow - students to do everything EXCEPT that.

It's no wonder we maintain an electorate that keeps their eyes on everything except our own, emerging OUTCOMES!

The Triumphant Failure of Form Over Function: Formulaic Self-Assisted "Economic" Form vs Middle Class Adaptive Function

How well are US citizens doing, in discriminating distributed form from net cultural function?

In our culture, the operations in various disciplines merge into the sum of Cultural Operations. Component parts of cultural operations include subdivisions such as currency operations, political operations, regulatory operations, etc, etc. To raise an electorate capable of making a functional whole greater than the sum of it's parts means preparing citizens able to adaptively discriminate the changing form of many operations from their changing local as well as global function.

Want to demonstrate to your kids a deep insight into the concept of FORM over FUNCTION? Just read past & current headlines to them, and explain the evolution of formulaic jargon so that they can translate between speech patterns of the varying eras.

Exhibit A, an example of function: 1934 Pecora Commission Report on banking fraud.
(We used to be able to get down to function. At least our grandparents could. It may look novel to you as well.)

Answer: The two differ only in scale of action on the actors half-life. Distributed national half-life vs personal half-life?

ps: You might also want to introduce your kids to allegory. Ask them how many pinheads can dance on the gravestone of a democracy. Don't forget to mention all the rigorous yellen that can be packed into one summers of cultural decline ... into form over function.

Shall We Trade Some Freedoms for Some Security?

The following transcends currency, criminology & policy, and brings 'em all together, just like we did back around 1776 - and several times since. Time to reconnect required dots ... once again? The physical institutions of DC may indeed become disjointed, obsolete enough to warrant closing them.* That does NOT mean we have to abandon democracy. On the contrary, it's just another reason to keep improving the quality, including tempo, of our distributed decision-making.

Placing Obama in the tradition of Franklin, Lincoln, Hoover and FDR - and coming up not just a dollar short, but a leader late.

* May they be preceded by the IMF and World Bank!

Why Washington Saved the Economy, Then Permanently Destroyed the Labor Market

Apparently, our advanced technologies have so far only enabled us to more precisely target our own foot. Obviously, WE ARE CAPABLE OF ACHIEVING FAR MORE THAN THAT. It's a matter of learning better uses for our emerging tools ... by practice.

This is a VERY useful article. It explains much about political operations,* which cannot be ignored any more than currency operations can be ignored.

Mindless, narrow class war is playing out, just like between rival Alawite/Sunni/Shia villages in Syria ... just in a more abstract venue. Is our internal class war - "financial terrorism" - just as self limiting for our aggregate? Of course. What can we do about it? How can we get back to continuously forming "a more perfect union?"

By setting our sights on even bigger, desired outcomes? On consensus outcomes that transcend the trivial tactics that are now masquerading as national goals? Surely Americans can dream audacious dreams big enough to stimulate everyone's imagination? Anything less gets boring, very quickly. 

How can we get ourselves to do that? No one can predict solutions, only practice finding the unpredictable solutions. We need more interaction, more talk, and more practice at social auto-catalysis.** And, paying far more attention to adequate K-12 education would also help. That general process falls under the heading of cultural OBT&E - what we can either call "COBTE," or just auto-catalysis.

Otherwise, all we can be will remain BELOW something that is greater than the sum of our parts. We can't chase our Achievement Gap by bickering and hoarding .. only by creating - which requires discussing all perceived options and then exploring them. In short, we need to get back to practicing auto-catalysis. The highest return, by far, is always the return-on-coordination, and it can only be pursued by constant practice at auto-catalysis.


*[Note esp. that a "plant" seems to have immediately hijacked half the comments to the straw man issue of immigration. If nothing else, the 1%'s hired lobby is disciplined and organized.]

The guessing game has already begun over the successor to Sen. Tim Johnson as chairman of the Banking Committee.

Sen. Jack Reed,
Sen. Charles Schumer,
Sen. Sherrod Brown
Sen. Bob Menendez

Why only four?  Why these four?  Who owns YOUR wallet? :(

Hmmm. Is there an app to summarize which lobbies have the swing vote for each guy's campaign funding? Who "owns" each of these guys?

Contrary to popular opinion, the de facto owner in each of these 4 cases is NOT the constituents who supposedly voted them into office. Disorganized voters are easily conditioned - by cartoons and glossy ads appealing to their base instincts - to pick a horse from the real owner's stable.

I repeat. Is there an app to summarize which lobbies have the swing vote for each guy's campaign funding?

Come to think of it. Is there an app to just help voters act like an owner? So they can actually own the politicians whom they currently own in name only? Many Democracy failures arise out of a basic ignorance regarding political operations. Ditto for lost freedoms.

Politics, thy name is fraud.

We need apps to cut through the Fog of Fraud, and then voters both savvy enough and active enough to use such apps.

Those individuals - and countries - with a bias to coordinated action typically can or do own the majority of static assets - whenever they want to.  That observation demonstrates yet again the superiority of dynamic value over static value. Army ants (and many other, mobile critters) eat snails at will, even though snails have an impressive housing stock [and mortgages? :) ], which army ants don't bother with (most of the time).

What's the similar class relationship between snails/Senators and army-ants/electorates? The former class covets the staid safety of static assets, such as the trappings of power.  The latter class - when active and organized - utilizes the former do what's needed, when and as necessary.  If not, well, a group mind is a terrible thing to waste.
