Hah! Good one Matt. But they are just copying USA (and other nations which were behind Britain after industrialization) after was born though.
US and European development strategy has focused on large investments in public health, women’s empowerment, support for global civil society, and anti-corruption measures
not in this universe, and re. public health ... is arguably not true, specially last years (also a lot of unhealthy behaviour is promoted).
support for global civil society = increases spending in military, clandestine services and political NGOs.
This is the guy who wrote in 1992 that with "The End of History," we'd all be bored out of our gore because there was nothing left to fight over.
