Economic liberalism is not going to bridle itself and neither are government that have been captured by it.

He means the failure of the government to deal with it. Even the complicity of the government in causing it.

This was one of the chief planks in his platform. He wants to moderate neoliberal globalization based on so-called free markets, free trade, and free capital flow that funneling profits to ownership and leaving workers out in the cold.
The workers left in the cold put him in office to do just that.
It's not about ending globalization, which would shrink the pie, rather moderating it by changing some rules so that US workers get a bigger share of it.
