Given that the Russians invaded the Baltic states in 1940 and moved large numbers of Russians there so as to colonise the place, I don't entirely blame the indigenous Baltic people for resenting the presence of Russians. In addition, there's the fact that Putin, to judge by his behavior in the Ukraine, uses the presence of Russians in neighbouring countries to foment trouble, if not open warfare.
