New Report Claims Buk Missile Deployed by Kiev's Forces Downed MH17

Except no missile launch was observed and the damage to the plain was not consistent with a BUK.
The Saker has a post by Tatzhit Mihailovich that approves the Novaya Gazeta BUK theory, but that doesn't mean that the Saker agrees, as he often posts op-eds that he disagrees with.
Right, Dan. Nothing definitive yet. I am putting up evidence as it becomes available. This report was sent to the investigators.
I've been trying to make sense of this report:
-- Novaya Gazeta is a pro-Western, anti-Putin newspaper. Gorbechev owns 10% of it, 39% is owned by Alexander Lebedev who also owns the UK "Independent." Why would a pro-West, anti-Putin Russian paper pin MH17 on Kiev?
-- Several Saker commenters note that a BUK throws 5000 pieces of shrapnel and BUK shrapnel is different than SU25 missle or cannon shrapnel so autopsies of the bodies to recover shrapnel would quickly reveal if a BUK brought the plane down, and those autopsies were done long ago, yet there is only silence. Why?
-- on the plus side, a BUK strike would easily explain why the pilots never had time to radio that they had been hit.
Regardless of what shot MH17, it can't be an accident that a pro-West paper was chosen to publish the report.
It could be an attempt to defuse the situation by admitting that Kiev did it, but it was an accident. Whereas if a SU25 did the deed, that would clearly be a deliberate false flag attack.
It could be a sneaky attempt by Germany to defuse the situation so that sanctions can be lifted. If so then Germany would have to find a non-German outlet to publish the report so that no one would suspect Germany -- hence Novaya Gazeta.
All the while the powers that be have known all along exactly who and what shot down MH17. If they had proof it was Russia or NovoRussia, the proof would have been leaked long ago.
What is a bit suspicious to me is the conclusion that "the war did it," that is, no one is really responsible. That seems to be to be weaseling out.
It's like "dying of old age." Death certificates cite specific causes and if a specific cause is not clear, then an autopsy is performed to determine it.
