Looking very generally but globally, the idea is to send those boosters to the third world. That is where we will most likely encounter the new mutations.

The rich countries prevent poor countries from manufacturing vaccines by their unspeakable and disgusting trade, intellectual property etc treaties etc.
There is no inconsistency with the earlier article - the title is somewhat misleading to grab attention. The idea is that the vaccines should be given first to those most in need of them - the completely unvaccinated.

It is a great conundrum. Another serious Covid 19 mutation will eventually arrive on our shores. Too many of our own people won't vax. Too many in the 3rd world can't vax. And we certainly can't expect to vax the rest of the world.
The more we vax here, the better off we will be. And thus the Mandate.
