Excellent short analysis of how China implemented its post-Mao development policy under Deng that was based on gradualism. This policy remained in place until very recently when Xi Jinping's administration decided that things had gone too far in the adoption of liberalization. The book was completed before the later was initiated.
Max Weber once made a prediction in 1919: the Chinese would be excellent capitalists, once the obstacles of ethical rules were removed.
That prediction proved prescient.
Likely taking note of what was happening in the West, President Xi's administration decided that ethical rules needed to be re-imposed in order to bridle the degree of liberalization under "cowboy capitalism" that was threatening social stability in China, and as a consequence, the rule of the CCP.
Worth a read.
