Most people shouldn't be allowed to vote on issues until they pass a test, like we do for driving cars, etc.
One of the questions on the test as regards economics would be the understanding of tax incidence, i.e., the person paying the tax is often not the person bearing the burden of the tax. Also, you can't vote on political issues like starting a war on Iran if you can't find Iran on a map.
