This source speculates that the Turkish military stood up to Erdogan.
The Turkish government ... made a tentative decision to enter the war on the ground in Syria – and then got cold feet about it. Or more likely, the Turkish army simply told the government that it would not invade Syria. The Turkish army was very unhappy about the prospect of a military clash with Russia. It does not share Erdogan’s dream of an Islamist-ruled Syria either.
Interesting if true. And don't think that such a situation is unique to Turkey. The folks with the guns always have the real power.
