The article is really worth reading: facts, no accusations, conclusions - and thus it tells you "about the President’s program as well as his critique of existing and past policies."
The facts and arguments are intelligable to me that "Trump is a capitalist-nationalist, a market-imperialist and political realist" and that "his Republican colleagues in Congress are motivated by a militarist ideology". Maybe "Trump views Russia as a potential economic partner and military ally in ending the wars", but what about a further conclusion: that to "turn (the USA) from a predominant finance and import economy to a manufacturing and export economy" does not diminish the opposing interests to China, the EU, Russia, but increases them and, therefore, makes the use of non-economic state power ("boots on the ground") against one of them in some place inevitable?

Neglects the role of the Republican Congress, who have their own agenda. Will Trump offer them quid pro quo?
