We have the technologies and capacity to reduce the various greenhouse gas emissions if climate change were to accelerate faster than the 3/4 degree we've seen over the last 130 years. If it rose the 4 degrees in the next couple decades as the most aggressive climate scientists hope, we'd probably have to act fairly quickly... but until it becomes at least noticeable and somewhat disruptive to a majority of people, democracy will probably muddle along with a cautious rate of investments.
