Nobody there thinks that way... these strikes simply keep the enemy occupied in their local region and less able to plan attacks on the US homeland or other external US interests...

and btw Spinney's whole anti-Pentagon schtick is based on a view that "we're out of money!" in principle...

Why else would one complain so vehemently about a "cost overrun"? Who cares?
