Hegel [and Marx] on labor and freedom — Daniel Little

So does labor fulfill freedom or create alienation? Likewise, does technology emancipate and fulfill us, or does it enthrall and disempower us? Marx's answer to the first question is that it does both, depending on the social relations within which it is defined, managed, and controlled.
It would seem that we can answer the second question for ourselves, in much the same terms. Technology both extends freedom and constricts it....
Adding to what David Little says in this post, Hegel and Marx were chiefly interested in the expansion of human freedom, although they provided different analyses that appear to be at odds. Marx was writing in reaction to Hegel but also operating strongly under Hegel's influence, adopting his dialectical method, for example.

Daniel Little draws a connection between them through Alexandre Kojève's commentary on Hegel's Phenomenology, specifically the master-slave passage that he regarded as highly influential on Marx. When I was studying Hegel in grad school, I recall the professor strongly emphasizing this. We were expected to know that passage from the Phenomenology in detail.

Hegel, following the ancient Greeks, distinguished freedom from constraint, freedom to chose, and freedom for self-determination. Hegel emphasized that genuine freedom requires only freedom from constraint and freedom to chose but also freedom for self-determination. Human's share "natural freedom" — freedom from and freedom to — with other animals. This is the "law" of the jungle as set forth by Hobbes. The human challenge is to reach ethical and political freedom and this requires the application of rationality. This occurs in the liberal state.  (This is obviously a thumbnail sketch that needs elaboration. Here is short article on this. Hegel's view is still quite relevant to contemporary liberal societies.)

Hegel held that these conditions are met in the rational state, ideally in a state governed by the rule of law based on due deliberation. Self-determination occurs in a state in which those governed by the rule of law chose the laws in contrast to a state governed by dictate. Hegel is thinking here of the Greek polis or "city-state," and more specifically of Athens, where citizens voted after debating the issues publicly in the agora.

A central question in Greek political thought was, what does it mean to be a good person in a good society. Greeks considered themselves not only individuals but also citizens. Or better, they could not consider themselves other than as citizens. This distinguished the civilized as those that lived in city states from those that did not – the barbarians.

While Greeks provided the foundation for the subsequent Western intellectual tradition, a considerable superstructure was erected on this foundation based on may influences whose interaction were aspects of a historical dialectic, which Hegel attempted to trace. (Incidentally, the American founding fathers also read the Greeks and Romans on politics, and they were familiar with the great orators and statesmen as well as thinkers. The American founding documents and the debates that led up to their writing and adoption show this influence.)

For the Greeks it was not a great challenge between a person's will as individual and as a citizen. This was not so in modern times. Then the challenge became one of reconciling personal liberty with community. The motto of the French revolutionaries was liberty, egality and fraternity, where egality means absence of privilege, and fraternity means solidarity in community. This is still a driving force in the historical dialectic and far from resolved. Hegel did not think that the Prussian state was "the end of history," as many American exceptionalists do of the US. He saw the Prussian state only as the epitome of the time, to be transcended as the concept of freedom expanded through the historical dialectic and became objectified in ongoing historical moments.

Marx rejected Hegel's view that the individual wills of the members of a society merge, so to speak, into the collective will of the society that is expressed in the rational state. Marx viewed Hegel's rational state being the locus of a people's ethical and political life as inherently bourgeois.

In this sense, Hegel was a liberal in the broad sense, albeit a German one that presaged the later German adoption of ordoliberalism, while Marx was a left libertarian.

While Hegel was a "liberal" in the broad sense of the Enlightenment, he would likely be regarded as conservative like Edmund Burke. But both Hegel and Burke sought to synthesize and harmonize liberalism and conservatism. As did John Maynard Keynes. Conversely, Marx rejected the assumption that all are equal as persons before the law but are so varied as individuals that only the most qualified should govern as essentially a bourgeois rationale for the continued rule of a few on the shaky ground of "rationality."

But while the analyses differed, the objective of expanding human freedom was essentially the same as the "Zeitgeist." This remains true in the West, but now it is beginning to be questioned as liberalism and traditionalism clash on the world stage.

Marx presents somewhat of a dilemma that needs to be mentioned. On one hand, he agreed with Hegel that the historical dialectic was foundational and events are dependent on the timing owing to changing conditions. On the other hand, he also assumed that this process could be commanded by working actively on changing mode of production that he viewed as foundational. Since this is a historical process, "only time will tell."

But at least we can say that Marx apparently got the timing wrong in that he looked for this to happen in the capitalist (industrialized) countries in the near future. That did not happen. On the other hand, the march of time was accompanied in the expansion of freedom, the remnants of the feudal era of aristocracies were all but eradicated in the West post-WWI.

In my view, Hegel and Marx are not necessarily far apart in terms of the ideal. They both viewed the direction of history as involving the expansion of freedom, with the contradiction between individual will and social requirements resolved by expansion of collective consciousness toward altruism as expressed in the golden rule that Kant made rational in his categorical imperative to act on the principle of universal reciprocity. This has a scientific basis now as research shows that reciprocity is an evolutionary trait and that human morality is a rational form of it.

Recurring to David Little's post, the labor-technology dichotomy is directly relevant to the degree that increased productivity and technological innovation make greater distributed leisure possible, and leisure is foundational for the expansion of freedom as the uniting of freedom from, freedom to, and freedom for. The future of humankind is bright if we can get beyond the challenges emerging with the opportunities. This will require concerted action and coordination in adapting to swiftly changing conditions.

Although the FBI, NSA and CIA warned against the use of phones made by Chinese companies, Wikileaks revealed last year that U.S. intelligence agencies have the capability to hack into Google and Apple phones, as well as laptops and televisions.

Officials in China have begun talks to sell sophisticated aerospace technology and manufacturing equipment to Germany for the production of high-performance jet engines....

David F. Ruccio — Hammer time


The future is here. Automation and robots are taking millions of jobs and promise to take millions more.

Larry Summers and Brad DeLong think that's good. David Ruccio, not so much.

I agree with Summers and DeLong that in real terms technological innovation is a benefit in that it increases efficiency, effectiveness and productivity overall. The benefits in real terms are enormous.

I also agree with Ruccio that this needs to be qualified. Like the  terms of trade where imports are benefits in real terms with respect to goods, labor is disadvantaged by embedded labor that costs jobs and reduces pay. So the benefit in real terms only applies at full employment or if workers share in the gains with increased compensated leisure.

Curtailing technological innovation is Luddite and attempts to restrain material progress won't work. The actual issue is distribution of the surplus, was David Ruccio observes, and that needs to be revisited given emerging conditions that are resulting in challenges along with opportunities.

What's needed is innovation in thinking about distribution and also about work as a source of income in a market-based system in which distribution is rationed by price.

The inventor of the lithium-ion battery—which is likely powering the device you're reading this on right now—is 94 years old. But that hasn't slowed down John Goodenough of the University of Texas at Austin, who clearly didn't think that his previous world-changing invention was good enough. He's just invented a sequel: a better battery that lasts longer, charges faster, doesn't use any lithium, and won't explode.
One of the key components of a battery is its energy density—the amount of power it can hold for a given size and weight. That's important for keeping a slim smartphone alive all day, but it's even more important for electric cars, where a lot of a battery's energy is wasted just to move its own weight. Goodenough's new battery, developed in partnership with Cockrell School of Engineering senior research fellow Maria Helena Braga, has three times the energy density of li-ion, which means that for the same weight of batteries, a car would have three times the range....

David Deming — Will Manufacturing Jobs Come Back?


What this Means:

Automation is a long-run problem that demands a long-run solution. Convincing manufacturing companies to keep — or bring back — jobs, one company at a time, is not going to restore the millions of jobs that have been lost to technological change. We must reorient educational institutions and job training around “human” skills that are difficult to automate. These skills include creativity, complex problem-solving, and the ability to work with others in fluid, team-based settings.
Deming also notes,
Employment could also be increased through public sector “make work” programs, although these programs are generally inefficient and do little to address long-term structural issues.
A job guarantee can be a component of a solution but it is not the solution. The job guarantee is chiefly addressed toward cyclical rather than structural unemployment, although it is possible to include structural issues, too, such as including public funding of retraining.

But the structural problems that global society and the global economy face owing to technological innovation will require creative solutions that can only be addressed by out of the box thinking. The whole concept of "work" and "jobs" needs to be revisited as the world embarks on the Information Age, the Knowledge Society and the Third and Fourth Industrial Revolution that are happening simultaneously owing to technological innovation.

What Deming doesn't consider is distributing the increased opportunity for leisure owing to technological innovation and the reduced need for labor. This could be accomplished by longer time spent in education and earlier retirement by providing public funding as a social dividend. Leisure has long been the basis for culture. Increased distributed leisure can be expected to generate unprecedented cultural benefits.

The economy, including technology, is the material life-support system of a society. Culture is the spiritual foundation of a society. Leisure waters the root of culture by nourishing the human spirit.

Peter Radford — Tectonics and Growth

My wife is reading Kahneman’s “Thinking Fast and Slow”, somewhere in which he relates his reaction when he first came across the bedrock of mainstream economics: rational microeconomic behavior. I must admit I had a very similar reaction. The description of human behavior that underpins modern economics is so bizarre that my first thought was that it must be some form of Monty Pythonesque satire. Surely, I thought, this is a joke and in a few pages all will be revealed. But no. Economics really is built on a foundation that to outside eyes is not just odd, but what appears to be a deliberate spoof.
What is even more strange, and those of you who listen to economists and take them seriously please suspend your sense of humor at this point, is that this total perversion of humanity is then taken as the essential starting point for all subsequent theorizing. Economists are all brought up nowadays to repeat the mantra that all “good” theorizing about the economy at higher levels — what economists call macroeconomic theory — has to be based on a foundation of theorizing at a lower level — what economists call microeconomics. So in the literature and in conversation it is common to come across the phrase that some higher level idea is based upon “micro foundations”.
Except that foundation is exactly what Kahneman and others laugh at.
You would too if you spent any time at all thinking about it.
Which brings me to another point: economics is full of these oddities that anyone outside the profession would dismiss a priori as some form of ludicrous joke....
One consequence of economics being packed full of all this self-satirical nonsense is that it has great difficulty in explaining real world situations. The entire body of thought of economics includes useful tidbits that anyone can pick up and play with because they are common-sensical. But when we rely on economics to explain big important questions it begins to stutter and creak under the weight of all that absurdity.
Which is why it fails to explain long term, or what I call tectonic, shifts.…
So, in the spirit of helping you frame your own thoughts about growth, and to help you ponder the tectonic shifts underway down beneath the froth of the surface phenomena of economics, here is the diagram I keep in front of me to remind where to look for problems and solutions. It is not a theory, it is a framework:

All of these technologies are important components of what makes an iPhone, or any smartphone, actually work. Some of them are not just important, but indispensable. But when Mariana Mazzucato assembled this list of technologies, and reviewed their history, she found something striking.

The foundational figure in the development of the iPhone wasn't Steve Jobs. It was Uncle Sam. Every single one of these 12 key technologies was supported in significant ways by governments - often the American government.
"Who invented the iPhone?" The government. Apple picked up the technology and adapted it to the iPhone. A lot of that technology was likely developed either for military use or military/intelligence-related use.

The acquisition of German companies by Chinese investors has reached record levels. According to financial consulting firm Ernst & Young, investors from mainland China and its financial hub Hong Kong have purchased 58 German companies in the first ten months of 2016, which is 19 more than the total purchased a year earlier....
There's another nuance, according to Spiegel. German companies doing business in China are often forced to disclose their technologies, "their products immediately copied without the intervention of the authorities."
Russian business journal Expert Magazine notes that "this fall, Berlin's patience finally seems to have snapped. German regulators' decision to prohibit Chinese investment fund Fujian Grand Chip Investment Fund LP from buying German microchip maker Aixtron SE for 670 million euros resulted in a scandal."...
German Economy Minister and SPD chairman Sigmar Gabriel has since sent a proposal to the European Commission which aims at empowering European Union member governments to block the acquisition of companies and assets in strategically important industries by investors outside Europe....

China has long been seen as the "world's factory," churning out vast mountains of low-quality goods, but it is also considered a nation incapable of producing innovative products and ideas.
Now, this is beginning to change -- China is closing the innovation gap. From drones to artificial intelligence, the Internet to genetic engineering, innovative Chinese companies are leading global innovation and reshaping the country's technology and business landscape.…
"To make China an innovative country and a leader in science and technology is what China must do now in pursuing development," President Xi Jinping said at the opening of the B20 summit in September.
High research and development spending, large numbers of engineering and science graduates and a wave of new businesses all signal that China has the potential to occupy the forefront of global innovation.
According to a global survey by Cornell University, INSEAD, and the World Intellectual Property Organization, China is now of the world's 25 most innovative economies.
China moved up four places from the 2015 survey to 25th overall, making it the first middle-income economy to break into the top 25, an area traditionally dominated by highly developed economies.…
Despite embracing innovation, China still lags behind on some issues.
Ren Zhengfei, founder of Huawei, said China must do more to protect intellectual property.
"Only if it protects intellectual property will China see more inventions. Ensuring originality is respected will attract more people into this field and help original ideas grow into industries," Ren said.
Dai Xiang believes the Chinese government needs further reform to cut red tape.
Calling it a painful process, Dai said it took him about eight months to register a joint venture with the Institute of Tsinghua University, Hebei Province.
"The administrative procedure should be simplified," he said.

Asia Times — Technology: China has fastest supercomputer, with Chinese chips

A Chinese supercomputer built using domestic chip technology has been declared the world’s fastest. The news highlights China’s recent advances in the creation of such systems, as well the country’s waning reliance on US semiconductor technology.
The Sunway TaihuLight takes the top spot from previous record-holder Tianhe-2 (also located in China), and more than triples the latter’s speed. The new number one is capable of performing some 93 quadrillion calculations per second (otherwise known as petaflops) and is roughly five times more powerful than the speediest US system, which is now ranked third worldwide.

Alexei Lossan — Russia to focus on innovation development, Putin says

The main direction in the development of Russia's economy will be the introduction of innovations, as well as the attraction of foreign partners, Russian President Vladimir Putin said during the St. Petersburg International Economic Forum, June 17.
The policy will counter the actions of countries that are trying to limit the transfer of technologies, Putin said without specifying which countries.
Limitation of export of technology to Third World and emerging countries was a key strategic factor in promoting imperialism and colonialism and now neo-imperialism and neocolonialism. It's the technological edge that gives the developed world its continuing advantage. This will set off alarm bells in Washington, especially after Russia just delivered an unsettling military surprise.
