Terror is a tactic relatively weak opponents use against their relatively strong enemy. It's absurd to declare war on a tactic. Further, if you are "winning" the war, the enemy will be weakened and more apt to use the tactic. It's all nonsense.
Agreed, some Israeli's were terrorists in the past. Once they plotted to blow up the Houses of Parliament. They are in a much stronger position nowadays, so they can now they can engage in outright war.
