The Chinese model (aka the Saving Face model; Incompetence model)
- Spend one month denying that anything is wrong.
- React with varying amounts of disruptive/authoritarian methods.

The Taiwan model (Preparedness model)
- Act immediately and effectively.

Sad to say, most of the developed world has followed the Incompetence model.
